State of Emergency Declared: State of Emergency Declared – Blizzard ElsaDue to the severe conditions created by Blizzard Elsa, the Town of Gibraltar has declared a State of Emergency. Emergency response capabilities are currently severely limited due to extreme snowfall, drifting, and blocked roadways.Residents are strongly urged to shelter in place and stay home due to life-threatening travel conditions.
